The narrative follows Kale Brecht (Shia LaBeouf), a troubled teenager grieving the tragic death of his father. After an emotional outburst leads to an assault on his Spanish teacher, Kale is placed under three months of house arrest. Equipped with an ankle monitor that restricts him to a 100-foot radius from his home, boredom quickly sets in.

To combat the overwhelming boredom, Kale becomes a voyeur of his neighbors' lives. He starts watching a beautiful new neighbor, Ashley (Sarah Roemer), who moves in next door, and a mysterious middle-aged man, Mr. Turner (David Morse). What begins as a juvenile spying game quickly spirals into deadly suspicion when Kale and Ashley begin to suspect that Mr. Turner is actually an elusive serial killer responsible for several disappearances in the area. The film then becomes a tense cat-and-mouse game as Kale tries to prove his neighbor's guilt without leaving his property, leading to a climax that pits the confined teen directly against a ruthless murderer.
